• 128 BDS allotments

That means approximately 124 seats were not represented as allotted in the public provisional file.

What Does the Government MBBS Trend Tell Us?

SCB Cuttack

SCB remains the strongest State counselling preference.

Its HS-OPNO movement closes around AIR 3.9k in the public Round 1 file.

A candidate only slightly outside this range may watch later rounds, but SCB generally requires significant vacancy movement for a meaningful shift.

MKCG Berhampur

The next major competitive band is around AIR 6.8k.

VIMSAR Burla

The Round 1 Open/Home-State band reaches approximately AIR 8.9k.

Newer / Peripheral Government Colleges

Colleges such as:

• Jajpur
• Sundargarh
• Bhawanipatna
• Talcher
• Phulbani

extend into the approximately 19k–24k AIR range for HS OPNO in this provisional file.

For candidates close to these figures, Round 2 can be much more relevant than for a candidate far beyond the current closing AIR.

Category-Wise Cutoff — Do Not Compare Only With General

Odisha uses separate vertical categories including:

• OPNO — Unreserved
• EWNO — EWS
• EBNO — SEBC
• SCNO — SC
• STNO — ST

and horizontal/special combinations such as:

• EX — Ex-Servicemen

A very deep PwBD/ST/SGS allotment should never be shown as the ordinary Government MBBS cutoff.

Why Some Odisha MBBS Allotments Reach Very Deep AIR

The public Round 1 file contains MBBS allotments beyond several lakh AIR.

But those entries can involve:

• ST reservation
• PwBD
• SGS quota
• NRI
• Private Medical Colleges

For example, the final pages contain ST/SGS/private/NRI MBBS allotments at very deep AIRs.

Therefore a headline such as:

“Odisha MBBS cutoff went to 10 lakh AIR”

would be misleading without specifying the exact:

College + Quota + Category + Special Reservation

State Government School Quota — Important

Odisha has 305 SGS seats in the official matrix across MBBS/BDS.

The provisional result shows 290 SGS allotments.

The SGS quota should always remain separate from ordinary Home State seats.

A candidate should compare:

SGS + exact category + college

rather than using normal HS closing ranks.

NRI Analysis — Biggest Later-Round Opportunity Area

The official matrix contains:

• Private MBBS NRI: 59 seats
• Private BDS NRI: 15 seats

Total:

74 NRI seats

Only 18 NRI allotments appear in the public provisional Round 1 file.

That leaves a very large numerical gap before final reconciliation.

This suggests that the NRI route may show substantial later-round availability, especially in private colleges.

But students must remember:

• NRI eligibility documents are mandatory
• fees are much higher
• vacancies can change after final reconciliation
• an official Round 2 vacancy matrix is still required

OJEE states:

NRI candidates have to pay four times the above private-college fees.

So before selecting Freeze on an NRI/private seat, calculate the actual financial commitment carefully.

Freeze vs Float — What Should You Select?

Every allotted candidate must exercise either:

Freeze

or

Float

through candidate login.

Freeze

Use Freeze when you want to retain the currently allotted seat and do not want further upgradation under the applicable counselling rules.

Candidates selecting Freeze must bring the prescribed Bond during reporting.

Float

Float is relevant where the candidate wants to retain the present allotment while remaining eligible for a higher preference according to OJEE rules.

Do not select Freeze/Float casually.

Your choice affects subsequent counselling movement.

Odisha Bond — Important New Admission Requirement

OJEE has separately uploaded the implementation of the Odisha MBBS/BDS Bond.

The Government order states that the bond applies to candidates taking admission in Government Medical Colleges under State Quota or All India Quota.

The bond provision includes two years of service in a State health institution after completion of the course, subject to the conditions in the Government order.

Candidates choosing Freeze should read the official bond format and conditions carefully before reporting.

Round 1 Reporting — Do NOT Go to Your College

This is one of the most important instructions.

Documents & Admission Process

Allotted candidates must bring:

• one set of photocopies

• CLC in original

• fee payment proof / Demand Draft if paying by DD

After payment of the prescribed fee and submission of Nativity Certificate + CLC, OJEE issues the provisional admission letter.

What Happens If You Don't Report?

OJEE is clear:

A candidate who has received a seat but does not follow the prescribed reporting/admission process will be treated as:

Non-Reported

and the Round 1 allotted seat will be cancelled.

OJEE says such a candidate may participate in Round 2 by filling fresh choices.

This is extremely important.

Round 2 Admission Chances

If You Are Just Outside the Government MBBS Cutoff

If your AIR/State Rank is only slightly beyond the current closing range of your target college, later-round movement deserves close attention.

Possible vacancy sources include:

• non-reporting
• candidates choosing MCC seats
• candidates shifting to another State
• Float/upgradation
• seat cancellation
• private → Government upgrades

If You Are Far Outside Government Open Cutoff

Do not depend only on a large Round 2 cutoff fall.

Consider:

• newer Government colleges
• your reserved category
• SGS if eligible
• private MBBS
• BDS
• NRI if eligible and affordable

Private MBBS

Private-seat movement may be greater because of:

• annual fees
• Government upgrades
• MCC migration
• NRI vacancy
• non-reporting

The Round 1 numerical gap suggests particularly significant NRI vacancy potential, but wait for the official Round 2 vacancy matrix before treating any seat as available.
