Gujarat NEET UG 2026: MBBS/BDS Seat Matrix, Merit Analysis & Rules for All 4 Rounds

Big update for Gujarat NEET UG 2026 candidates: ACPUGMEC has released the tentative Round 1 MBBS/BDS seat matrix, revised merit lists, Round 1 choice-filling schedule and detailed counselling rules applicable across Round 1, Round 2, Round 3 and the Final Stray Vacancy Round.

🚨 Round 1 Choice Filling: 24 August to 27 August 2026, 1:00 PM

Gujarat's published matrix contains 8,755 MBBS+BDS seats, of which 8,402 seats fall under ACPUGMEC's GQ/MQ/NRI counselling routes and 353 seats are shown under AIQ for separate MCC counselling.

The seat matrix is officially labelled Tentative, so candidates should continue checking ACPUGMEC for any revision.

Important Difference: Total Intake vs Gujarat Counselling Seats

Students should not confuse 8,755 total seats with the number directly allotted by ACPUGMEC.

The published matrix includes:

  • 353 AIQ seats — handled through MCC

  • 6,875 GQ seats

  • 517 MQ seats

  • 1,010 NRI seats

Therefore, Gujarat ACPUGMEC directly controls:

8,402 MBBS+BDS seats through GQ + MQ + NRI routes.


MBBS Seat Matrix Analysis

Government Medical Colleges

Published MBBS intake:

1,450 seats

Distribution:

  • AIQ: 242

  • Gujarat Government Quota: 1,208

  • Management: 0

  • NRI: 0

This includes major Government colleges such as BJ Medical College Ahmedabad, Government Medical College Surat, MP Shah Jamnagar, PDU Rajkot, GMC Bhavnagar, GMC Vadodara and ESIC Medical College Naroda-Bapunagar as reflected in the matrix.

HGE Interpretation

Government medical seats will remain the most rank-sensitive part of Gujarat counselling.

Candidates should not remove Government colleges from their list simply because they expect a difficult cutoff. Always place colleges according to true preference order.


Self-Financed Medical Colleges — Biggest Choice-Filling Pool

The SFI medical-college group carries:

3,450 MBBS seats

Distribution:

  • Government Quota: 2,599

  • Management Quota: 380

  • NRI Quota: 471

This is one of the most important segments for candidates whose ranks may not be sufficient for Government medical colleges.

Why SFI Government Quota Matters

A common mistake is to think that a private medical college means only Management-fee admission.

In Gujarat, a very large number of seats in self-financed medical colleges are available under Government Quota.

Therefore candidates should separately evaluate:

  • GQ fee

  • MQ fee

  • NRI fee

  • college preference

  • location

  • hospital exposure

  • previous closing merit


GMERS Medical Colleges — 2,100 MBBS Seats

The 2026 matrix contains:

  • Total GMERS Intake: 2,100

  • AIQ: 75

  • Government Quota: 1,710

  • NRI: 315

  • Regular Management Quota: 0

This GMERS structure creates one of the most strategically important Round 2 possibilities.

Why GMERS NRI Seats Matter

ACPUGMEC has explicitly stated that if NRI seats remain vacant, they will be converted to Management Quota seats with Management Quota fees.

All GMERS colleges have NRI seats but no regular MQ seats.

The current matrix carries 315 NRI seats across GMERS colleges.

Therefore, vacant GMERS NRI seats can potentially create fresh Management-route opportunities during the conversion process.

This does not mean all 315 seats will convert.

Only the seats actually remaining vacant after the NRI process can be transferred.


Gujarat Adani Medical College Bhuj — Important Conversion Rule

Gujarat Adani Institute of Medical Sciences, Bhuj has:

  • Government Quota: 127

  • NRI: 23

  • Regular MQ: 0

ACPUGMEC specifically mentions Gujarat Adani along with GMERS institutions while explaining NRI-to-Management conversion.

Therefore its unfilled NRI seats can also become Management seats with applicable Management fees.


Municipal Medical Colleges & Local Quota

The municipal medical-college pool contains:

500 MBBS seats

Overall distribution:

  • Government Quota: 374

  • Management Quota: 50

  • NRI: 76

Within the Government Quota structure are special local seats.

NHL Local Quota

68 seats

SMC/SMIMER Local Quota

70 seats

Total Local Seats

138 MBBS seats

These seats are already included in the 5,891 MBBS Government Quota total — they are not additional seats.

ACPUGMEC has separately published NHL Local and SMC Local candidate lists.

The Gujarat BDS matrix contains:

Because many higher-merit candidates preferentially choose MBBS, BDS allotments can move substantially deeper in merit than MBBS. Therefore candidates genuinely willing to study BDS should include all acceptable dental colleges rather than trying to guess the cutoff.

Revised Gujarat Merit List — What the Numbers Show

ACPUGMEC published the latest revised merit lists on 23 August 2026.

The lists currently extend approximately to:

  • General Merit: 15,651

  • SC Merit: SC-1800

  • ST Merit: ST-2282

  • SEBC Merit: SE-4768

  • EWS Merit: approximately EW-2997.5

  • PwD Merit: 36 candidates

  • NRI Merit: 114 candidates

Candidates should use their Gujarat General Merit + Category Merit + applicable quota eligibility together.

Do not judge admission chances only from NEET AIR.


Seat Supply vs Merit List — HGE Admission Possibility Analysis

The following is not an official cutoff prediction.

It simply compares the current merit-list depth with the published 2026 seat supply.

SC

Current SC merit reaches approximately:

1,800

Published reserved seats:

  • MBBS SC: 412

  • MBBS+BDS SC: 481

Raw reserved-seat coverage:

  • MBBS: about 22.9%

  • MBBS+BDS: about 26.7%

But SC candidates with sufficiently high General Merit can also obtain OPEN seats, so actual opportunities are not restricted only to the 412 SC MBBS seats.


ST

Current ST merit reaches:

2,282

Published ST seats:

  • MBBS: 884

  • MBBS+BDS: 1,032

Raw reserved-seat coverage:

  • MBBS: about 38.7%

  • MBBS+BDS: about 45.2%

Structurally, ST has one of the strongest reserved-seat-to-category-merit ratios in the current matrix.

This still does not mean ST Merit 884 automatically guarantees MBBS because college preference, OPEN allotment movement, eligibility and actual participation matter.


SEBC

Current SEBC merit reaches:

4,768

Published SEBC seats:

  • MBBS: 1,591

  • MBBS+BDS: 1,857

Raw coverage:

  • MBBS: about 33.4%

  • MBBS+BDS: about 38.9%

SEBC candidates should build a broad SFI-GQ backup list because 2,599 total SFI MBBS Government Quota seats make private-college GQ options especially important.


EWS

Current EWS merit reaches approximately:

2,998

Published EWS seats:

  • MBBS: 589

  • MBBS+BDS: 687

Raw coverage:

  • MBBS: about 19.6%

  • MBBS+BDS: about 22.9%

Competition within EWS therefore appears structurally tighter than ST and SEBC when looking only at reserved-seat supply.

High-merit EWS candidates can, however, also compete through OPEN merit.


OPEN Category — Important Clarification

There are:

2,415 OPEN MBBS Government Quota seats

and:

2,818 OPEN Government Quota seats across MBBS+BDS

But OPEN does not mean “General-caste-only.”

OPEN seats are filled on merit and eligible candidates belonging to reserved categories can also obtain OPEN seats based on merit.

Therefore dividing OPEN seats only by “General category candidates” would give misleading admission probabilities.


NRI Merit List vs 1,010 NRI Seats — Biggest Strategic Finding

This is possibly the most important numerical finding from today's Gujarat release.

Current NRI Merit List

Only:

114 NRI merit candidates

are presently listed.

Published NRI Seats

  • MBBS NRI: 862

  • BDS NRI: 148

  • Total NRI: 1,010

That means the current Round 1 NRI seat supply is far larger than the current NRI merit-list pool.

Even before considering college preference or high NRI fees, this points toward significant vacancy pressure in the NRI quota.

Why This Can Matter to Non-NRI Students

ACPUGMEC has officially stated:

Vacant NRI seats will be transferred to Management Quota seats during the subsequent conversion process.

Therefore candidates interested in Management Quota should not leave acceptable GMERS/SFI/Adani options out simply because no regular MQ seat is visible initially.

Round 2 could look materially different after vacancy conversion.

Important Warning

Round 2 permits fresh registration.

Therefore new NRI candidates may enter later and the final number of converted seats can change.

Do not assume that all currently unmatched NRI seats will definitely become MQ.


PwD Merit vs Seat Supply

Current PwD merit list contains:

36 candidates

while the separate published matrix identifies:

  • 60 MBBS PwD positions

  • 11 BDS PwD positions

This is a comparatively favourable seat-to-listed-candidate structure.

However, PwD allocation remains linked to:

  • underlying category

  • course eligibility

  • disability certification

  • college/seat availability

Therefore it is not correct to say that every PwD candidate is guaranteed a seat.


Local Quota Competition

NHL Local

  • Local seats: 68

  • Current local candidate list: 719 candidates

Raw local-seat coverage: about 9.5%

SMC Local

  • Local seats: 70

  • Current local candidate list: 533 candidates

Raw local-seat coverage: about 13.1%

Local candidates can also have other eligible routes according to their general/category merit, so these ratios are not final admission probabilities.


Category Conversion Rule — Extremely Important for Round 2

ACPUGMEC has officially clarified that after eligible reserved-category candidates are considered, remaining reserved vacancies can be transferred during Round 2.

Examples given by the Committee include:

  • NRI → Management Quota

  • SC → OPEN

  • ST → OPEN

  • SEBC → OPEN

  • EWS → OPEN

  • PwD → respective parent category

This is why the Round 1 closing rank should never be treated as the final possible rank for Gujarat admission.

Vacancy conversion can materially change Round 2 availability.


Gujarat Counselling Rules for All 4 Rounds

Round 1 — Free Exit

Round 1 is the most flexible round.

Candidates who are:

  • not allotted a seat

  • allotted but do not report

  • allotted and report/confirm admission

can participate in Round 2 using their earlier registration.

Most importantly:

Round 1 provides Free Exit without forfeiture of the refundable security deposit.

Candidates wanting to confirm their allotted seat must:

  • pay prescribed tuition fee

  • submit original documents at the Help Centre

  • complete reporting

  • obtain the Admission Order


Round 2 — Conversion & Upgrade Round

Candidates registered and document-verified in Round 1 do not need fresh registration for Round 2.

Candidates who did not register earlier can register afresh for Round 2 and complete document verification.

Fresh choice filling/locking will be required as instructed by ACPUGMEC.

If You Get a Round 2 Seat and Do Not Confirm It

If a candidate is allotted a Round 2 seat but does not complete the prescribed fee/document admission process:

  • refundable security deposit will be forfeited

  • to participate in Round 3, the candidate must complete fresh registration

  • a new non-refundable PIN fee and new refundable security deposit will be required

If You Confirm Round 2

A candidate who confirms the Round 2 seat is allowed to participate in Round 3 for upgradation.

If upgraded in Round 2 or later, there is no claim on the earlier confirmed seat.


Round 3 — Much Stricter Than Round 1/2

Round 3 was traditionally called the Mop-Up Round.

Fresh registration is permitted according to ACPUGMEC eligibility conditions.

Candidates already registered earlier and not allotted a Round 2 seat generally do not require another registration.

Candidates who defaulted after a Round 2 allotment need fresh registration/deposit as prescribed.

Critical Round 3 Rule

If a candidate receives a Round 3 seat and confirms admission:

🚨 The admission becomes effectively locked.

The candidate:

  • cannot participate in subsequent All India/State counselling rounds

  • cannot cancel that admission under normal circumstances

If Round 3 Seat Is Allotted but Not Confirmed

The refundable security deposit is forfeited and the candidate becomes ineligible for subsequent counselling rounds under these instructions.

Already Holding Round 2 Seat?

If a candidate confirmed a Round 2 seat and participates in Round 3 but is not upgraded, the existing admission remains and the candidate cannot subsequently cancel it or continue to later rounds.

This makes Round 3 choice filling much more serious than Round 1.


Round 4 — Final Stray Vacancy Round

Round 4 is the Final Stray Vacancy Round.

Fresh registration can be permitted.

A candidate who never registered in Rounds 1–3 may register by paying the prescribed:

  • non-refundable registration/PIN fee

  • refundable security deposit

  • completing document verification

Who Cannot Participate?

Candidates generally cannot participate if:

  • they received a Round 3 seat and failed to confirm it

  • they already hold a confirmed AIQ or State counselling seat through completion of Round 3

Who Can Participate?

Candidates without a confirmed seat from previous AIQ/State rounds and who were not allotted a Round 3 seat can participate subject to ACPUGMEC eligibility.

Candidates must provide online consent and submit fresh choices for the Final Stray Vacancy Round.

Round 4 Allotment Is Final

If allotted and admitted in Round 4:

  • no further AIQ/State counselling participation

  • admission cannot normally be cancelled

If allotted but not confirmed:

  • security deposit is forfeited

  • candidate becomes ineligible for subsequent rounds

HGE Choice-Filling Strategy for Gujarat 2026

Candidates should not build choices only from last year's cutoff.

Your order should be:

Best college you genuinely want → next preference → next preference → safe backups

A difficult college should still remain above an easier college if you genuinely prefer it.

Government MBBS Candidate

Include:

  1. All acceptable Government Medical Colleges

  2. GMERS colleges

  3. Suitable SFI Government Quota colleges

  4. MQ backups if financially acceptable

  5. BDS only if genuinely willing to pursue dentistry

Mid-Merit Candidate

Do not stop after Government colleges.

The 2,599 SFI MBBS Government Quota seats and 1,710 GMERS Government Quota seats make these two segments essential for a realistic list.

Management Quota Candidate

Round 2 may be particularly important because unfilled NRI seats can convert to MQ.

Therefore prepare a preference list that considers:

  • existing MQ seats

  • SFI NRI conversion possibilities

  • GMERS NRI conversion possibilities

  • Gujarat Adani NRI conversion possibilities

NRI Candidate

The current NRI merit pool is numerically much smaller than the published NRI seat pool.

But do not simply choose the cheapest or lowest-cutoff college.

Compare:

  • NRI tuition fee

  • hospital exposure

  • location

  • clinical workload

  • hostel

  • college reputation

  • future PG preparation environment


Why Merit Rank Alone Cannot Guarantee a Seat

The seat-to-merit ratios above are useful for strategy, but they are not official closing ranks.

Actual Round 1 allotment will depend on:

  • Gujarat General Merit

  • Category Merit

  • NRI/PwD/Local eligibility

  • eligibility remarks in the merit list

  • exact choice order

  • Government vs SFI preference

  • available fee budget

  • candidates taking AIQ seats

  • candidates not reporting

  • NRI vacancies

  • Round 2 category conversion

  • fresh registrations in later rounds

The first reliable 2026 Gujarat college/category/quota-wise cutoff will become available only after ACPUGMEC publishes the actual Round 1 allotment result.
